Highlights

The American people have spoken they made clear what we have known for months, president Donald J Trump is our Republican nominee and will be the 47th president of the United States his America First agenda secured our borders, made America energy independent and always puts the needs of the American people first.

Under Joe Biden's failed presidency the state of the union is in crisis and this is a crisis of Joe Biden's making as Ronald Reagan famously asked us 'are you better off today than you were four years ago' the answer for hardworking Americans across the country is a resounding no whether it's the catastrophic border crisis, ravaging our nation and leading to tragic loss of life of American citizens, the painful B inflation causing middleclass families to struggle to make ends meet or our most precious Ally Israel facing the bloodiest day since the Holocaust as Joe Biden projects weakness around the globe Joe Biden has failed America and the American people.

I worry every day about the financial future for my children I worry about the debt they're inheriting I worry about if they're going to be able to buy a new car or buy a new house if they're going to be able to pay off their credit card bills and still put food on their table.

Joe Biden has made our communities less safe he's done there through a wide open border that I visited twice we've got to put some restrictions on our border we've seen human trafficking fentel trafficking and also sharp R and violent crimes just in our own communities he has jeopardized my children's safety.

As a former Navy pilot Navy spouse and now Navy Mom I'm especially concerned about the future of our country on the world stage it keeps me up at night he's put not only my kids at risk but all all of our military men and women and their families at risk by being weak on the world stage.

Lak and Riley's killer was arrested and released in the state of New York in my home state why because States like New York Embrace Sanctuary City policies, Governors like Kathy hokel embolden a national crisis undermine Public Safety, and threaten the very lives of our neighbors because of their failure to confront a crisis of their making.

Tomorrow, those count County sheriffs will stand in the halls of Congress hoping that a president will acknowledge the crisis he created that's at the heart of this President Biden not only has surrendered our Southern border to cartels but he's engaged in an effort to relocate Mass relocate illegal immigrants across the country making every state in America a border state but more importantly, threatening not only those very individual lives but the lives of American families and communities across this country.

The kid family has addressed this trategy by trying to save the lives of other families Across America with their heroic work but as I invited the kid family to join me at the State of the Union that family asks the question that so many Americans are asking if we had just secured our border would my son be alive today and the reality is we now have three years where choices were made in this white house that threaten the lives of families Across America whether that be a nursing student in Georgia or Molly Tibbits right in my hometown of Iowa we have a situation where our country is under siege a particular salute to our law enforcement in Iowa on i3 the main Interstate coming up from Mexico to De Mo where law enforcement seized 30,000 fitl pills let's be very clear pills produced and made by China shipped to cartels in Mexico that showed up on American Shores this is simply a weapon of mass destruction the number one cause of death for folks my age down to my high school daughter's age.

According to reports Joe Biden and his allies are billing tomorrow's State of the Union Address as their quote big public reset moment the problem with their strategy is that the American people are going to see right through whatever scripted rhetoric Biden ends up reading off the teleprompter tomorrow night from the southern border to the economy to foreign policy the facts are quite clear Joe Biden has failed on every single issue.

From the southern border to the economy to foreign policy the facts are quite clear Joe Biden has failed on every single issue our state of the union has been defined by unprecedented chaos thanks to this this administration's failed policies and it's the American people who have been left to suffer as a result.

House Republicans passed legislation to lower cost for families and put us on a path toward fiscal responsibility on the southern border it's Joe Biden who has refused to undo his 64 executive actions that created this crisis in the first place house for Republicans on the other hand passed historic border legislation that finishes the wall reforms Parole Authority reforms Asylum Authority ends Catch and Release and would restore remain in Mexico which our Customs and Border Patrol says the last one would staunch the flow of illegal aliens into this country overnight by 70%.

And on foreign policy it's Joe Biden's weakness on the world stage that has empowered our adversaries while little doing little to reassure our allies in St contrast House Republicans passed legislation to reverse the White House's policies and Bolding Iran refocus our military on winning combat Wars not the Democrats culture wars and unapologetically support Israel.

House Republicans on the other hand will continue to fight to hold by and his administration accountable that is our constitutional Duty our responsibility and we will fulfill it and we are committed to saving this Republic and that will happen in November when the American people let their voices be heard.

America is in Decline and nothing he says tomorrow night is going to change that house of Republicans on the other hand will continue to fight to hold by and his administration accountable that is our constitutional Duty our responsibility and we will fulfill it and we are committed to saving this Republic.

We Believe those things are going to happen in November we can't wait that day can't get here soon enough.

02:57

kagin and I proudly represent Virginia's

02:58

second congressional District I flipped

03:01

one of the toughest seats in the country

03:02

last year because I ran off being a mom

03:04

on a mission we ran off of those kitchen

03:06

table issues I'm among to four young

03:09

adults and I have a lot of questions

03:11

that I need Joe Biden to answer tomorrow

03:12

in his State of the Union Address I

03:14

worry every day about the financial

03:16

future for my children I worry about the

03:19

debt they're inheriting I worry about if

03:21

they're going to be able to buy a new

03:22

car or buy a new house if they're going

03:24

to be able to pay off their credit card

03:26

bills and still put food on their table

03:28

we know that Joe Biden has taken our

03:29

energy Independence and he's put

03:31

crippling regulation and mandates on our

03:33

businesses we're in an economic crisis

03:35

right now that has taken the American

03:36

dream away from so many families

03:38

including my own children I want him to

03:41

address these issues and I know that

03:42

other moms like me and dads and families

03:44

also care about their financial future

03:46

for their children I worry about my kids

safety every day I worry about my kids

03:51

when they're not with me I worry about

them when they're driving I worry about

03:54

them when they're out with their friends

03:56

or when they're at college and when

03:58

they're alone Joe Biden has made our

04:00

communities less safe he's done there

04:02

through a wide open border that I

04:04

visited twice we've got to put some

04:06

restrictions on our border we've seen

04:07

human trafficking fentel trafficking and

04:10

also sharp R and violent crimes just in

04:12

our own communities he has jeopardized

04:14

my children's safety we've seen him

04:17

jeopardizing our national security with

04:18

a wide open border we've got an increase

04:20

in Chinese Nationals and people on the

04:22

terrorist watch list coming across our

04:23

border every day I want them to respond

04:26

to my concerns about safety for my own

04:28

children and for the children um of all

04:30

Americans as a former Navy pilot Navy

04:32

spouse and now Navy Mom I'm especially

04:35

concerned about the future of our

04:37

country on the world stage it keeps me

04:39

up at night he's put not only my kids at

04:42

risk but all all of our military men and

04:44

women and their families at risk by

04:45

being weak on the world stage we've seen

04:47

what happened with the chaotic

04:48

withdrawal in Afghanistan what's

04:50

happened with Russia and Ukraine what's

04:52

happened with Iran backed Hamas and

04:54

Israel and we're seeing increased

04:56

ingression every single day in Southeast

04:58

Asia from China we know that the world's

05:00

involved in chaos and War and that's due

05:02

to Joe Biden's weak leadership

05:04

jeopardizing my children's safety

05:06

motivates me every single day Joe Biden

05:08

needs to respond to why our country

05:10

looks weak on the world stage and I need

05:13

him to respond not just with political

05:15

rhetoric and empty lies in an election

05:17

year I need him to respond with actual

05:19

facts and telling me what he's done and

05:21

what he's going to do to keep my

05:22

children safe and again the children of

05:24

so many Americans I will be watching

05:26

tomorrow night like so many other moms

05:28

and dads will be and and I hope our

05:29

concerns are answered thank you and now

05:32

it's a great honor for me to introduce

05:34

my colleague Mark Molano from New York

05:38

19 thank you Jan and thank you all for

05:41

being here this morning uh lak and

05:44

Riley's killer was arrested and released

05:46

in the state of New York in my home

05:49

state why because States like New York

05:53

Embrace Sanctuary City policies

05:55

Governors like Kathy hokel embolden a

05:58

national crisis undermine Public Safety

06:01

and threaten the very lives of our

06:03

neighbors because of their failure to

06:05

confront a crisis of their making

06:09

tomorrow I will welcome two Upstate

06:11

County Sheriffs from the state of New

06:13

York and while last evening there were

06:15

pundit on National Television laughing

06:17

about the fact that voters Across

06:19

America American families know and

06:22

understand that the crisis at our border

06:25

is undermining not only national Safety

06:27

but community and Public Safety

06:29

communities like those that I represent

06:31

and families like those I live with and

06:33

among know firsthand not only the pain

06:37

and the struggle that has been caused

06:39

because of an open border and the

06:41

policies and determination and decisions

06:43

of this president but because every day

06:46

in every way policies out of this

06:49

Administration and out of States like

06:51

New York continue to undermine Public

06:54

Safety and the ability of law

06:55

enforcement to provide for it tomorrow

06:58

those count County sheriffs will

07:00

stand in the halls of Congress hoping

07:05

that a president will acknowledge the

07:06

crisis he created that's at the heart of

07:09

this President Biden not only has

07:13

surrendered our Southern border to

07:15

cartels but he's engaged in an effort to

07:18

relocate Mass

07:20

relocate illegal immigrants across the

07:23

country making every state in America a

07:25

border state but more importantly

07:27

threatening not only

07:29

those very individual lives but the

07:31

lives of American families and

07:33

communities across this country tomorrow

07:37

the president could simply repeal his

07:39

executive orders that have fueled

07:41

emboldened and made worse this crisis

07:44

governor hok in New York could end

07:46

Sanctuary City policy with a stroke of a

07:49

pen if they cared they would and we are

07:53

hopeful that the voice of the American

07:55

people that which some chose to laugh at

07:57

last evening will be heard not only only

07:59

by this president but will continue to

08:02

embolden members of the House of

08:03

Republican conference to continue to

08:06

stand for them and and for National

08:08

Security Public Safety uh and closing

08:11

and securing our border with that I'd

08:14

like to introduce my colleague from Iowa

08:16

Zach

08:20

nun morning

08:24

friends this morning as a guy who has

08:27

served in the military on combat

08:29

operations that deterred China from

08:32

being deadly fitel to our Shores it has

08:35

commanded military forces that struck

08:38

out at cartel's inside Mexico we now

08:41

face a very different world three years

08:43

on nearly 8 million illegals entering

08:47

into our

08:48

country and in my district that had been

08:51

a blue District as a freshman that we

08:53

turned red we took the effort to say

08:55

this is not a Republican or a Democrat

08:57

issue this is a national security

09:00

issue and so at the State of the Union

09:02

let me be very

09:04

clear my guest will be the kid family

09:06

and their story enshrines so much of the

09:09

challenges that folks of all political

09:11

backgrounds are facing the threat facing

09:15

their

09:17

children their son Sebastian was a

09:20

typical Iowa kid he was on the wrestling

09:22

team he played golf he loved his friends

09:25

and he adored his parents and after

09:28

dealing with anxiety and depression he

09:30

found a friend who offered him a per

09:32

ccoet that per ccoet was laced with

09:36

deadly fitel and the next morning he did

09:37

not wake

09:39

up the kid family has addressed this

09:42

trategy by trying to save the lives of

09:44

other families Across America with their

09:47

heroic

09:48

work but as I invited the kid family to

09:50

join me at the State of the

09:53

Union that family asks the question that

09:56

so many Americans are asking if we had

09:59

just secured our border would my son be

10:01

alive

10:03

today and the reality is we now have

10:06

three years where choices were made in

10:10

this white house that threaten the lives

10:13

of families Across America whether that

10:16

be a nursing student in Georgia or Molly

10:18

Tibbits right in my hometown of Iowa we

10:21

have a situation where our country is

10:23

under

10:24

siege a particular salute to our law

10:27

enforcement in Iowa on i3 the main

10:29

Interstate coming up from Mexico to De

10:31

Mo where law enforcement seized 30,000

10:35

fitl pills let's be very clear pills

10:40

produced and made by China shipped to

10:43

cartels in Mexico that showed up on

10:46

American Shores this is simply a weapon

10:50

of mass destruction the number one cause

10:52

of death for folks my age down to my

10:55

high school daughter's age and so this

10:58

third Thursday as the president comes

11:00

forward we need more than rhetoric we

11:03

need a plan we need the type of

11:05

leadership that actions life-saving

11:09

measures to protect our country from an

11:11

international threat at our own Southern

11:14

border and so Mr President as you

11:16

address the nation think of the kid

11:19

family think of how we can save future

11:22

kids not just in Iowa but across the

11:24

country by doing the right thing

11:27

today with that I can think of no one

11:30

stronger to lead this effort than our

11:31

own gentleman from the heart of the

11:33

Heartland our whip Tom emmer thank

11:36

you thanks

11:38

Jack according to reports Joe Biden and

11:41

his allies are billing tomorrow's State

11:43

of the Union Address as their quote big

11:46

public reset

11:48

moment the problem with their strategy

11:51

is that the American people are going to

11:52

see right through whatever scripted

11:54

rhetoric Biden ends up reading off the

11:56

teleprompter tomorrow night from the

11:59

southern border to the economy to

12:00

foreign policy the facts are quite clear

12:04

Joe Biden has failed on every single

12:07

issue our state of the union has been

12:09

defined by unprecedented chaos thanks to

12:12

this this administration's failed

12:15

policies and it's the American people

12:17

who have been left to suffer as a result

12:20

Americans elected our house Republican

12:22

majority at the first chance they were

12:24

given to counteract Joe Biden's

12:26

disastrous agenda and we've worked hard

12:29

to deliver on the economy it was Joe

12:32

Biden's runaway spending that led to

12:34

double- digigit inflation historic

12:36

interest rates and Bank collapses

12:39

meanwhile House Republicans passed

12:41

legislation to lower cost for families

12:43

and put us on a path toward fiscal

12:47

responsibility on the southern border

12:49

it's Joe Biden who has refused to undo

12:53

his 64 executive actions that created

12:56

this crisis in the first place house for

12:58

Republicans on the other hand passed

13:00

historic border legislation that

13:02

finishes the wall reforms Parole

13:04

Authority reforms Asylum Authority ends

13:07

Catch and Release and would restore

13:09

remain in Mexico which our Customs and

13:11

Border Patrol says the last one would

13:14

staunch the flow of illegal aliens into

13:16

this country overnight by 70% and on

13:19

foreign policy it's Joe Biden's weakness

13:22

on the world stage that has empowered

13:25

our adversaries while little doing

13:27

little to reassure our allies in St

13:30

contrast House Republicans passed

13:32

legislation to reverse the White House's

13:35

policies and Bolding Iran refocus our

13:39

military on winning combat Wars not the

13:42

Democrats culture wars and

13:45

unapologetically support Israel needless

13:48

to say Americans need much more than a

13:52

quote reset moment out of this

13:54

Administration it's time for new

13:56

leadership and the people are going to

13:58

make their voices heard at The Ballot

14:00

Box this November until then we're going

14:03

to have to continue doing our part to

14:05

combat Joe Biden's failed policies and

14:08

hold this White House accountable and

14:11

with that I'm going to turn it over I

14:12

believe to our speaker Mike J got our

14:15

leader Steve scales

14:20

sorry thank you

14:22

whip tomorrow on the same day and in the

14:27

same chamber where Joe Biden will be

14:29

giving his State of the Union Address

14:32

the house will be taking up the lake and

14:34

Riley act we'll be debating and passing

14:37

a bill to confront yet another crisis

14:41

that Joe Biden himself created a crisis

14:44

that has had devastating impacts on

14:48

families like Lake and Riley's I want to

14:50

commend Mike Collins and Barry

14:52

Loudermilk for working with lake and

14:55

Riley's family who were devastated as

14:57

you can expect at the loss of their

15:00

daughter a completely unnecessary

15:04

tragedy that was created because Joe

15:07

Biden opened the southern border and

15:09

every community in America is seeing

15:13

crime murders

15:16

Devastation at the hands of people

15:18

coming here illegally and doing harm to

15:20

our citizens I've seen it in my own

15:22

backyard in Kenner Louisiana just a few

15:25

days ago where a 14-year-old girl was

15:28

raped by someone here illegally because

15:31

Joe Biden opened the southern border how

15:34

many more families will have to suffer

15:37

before Joe Biden finally admits his

15:40

mistake and corrects what he did we

15:43

passed a bill this house came together

15:45

and passed hr2 a bill that actually

15:47

would secure our border we worked with

15:49

our border patrol agents and others and

15:52

everybody knows what needs to happen

15:54

when Joe Biden went to the Border just a

15:55

few days ago for a photo op he had had

15:58

an opportunity to reverse his own damage

16:01

that he created through executive action

16:03

he could have ended Catch and Release he

16:06

could have worked to restore the remain

16:09

in Mexico policy that was so effective

16:12

under President trump it was a

16:14

negotiated agreement takes a little work

16:16

to call a foreign leader and make sure

16:19

you're doing everything you can to

16:20

protect your country but that's Joe

16:23

Biden's job and he is failing on every

16:26

front he could do it with a pen

16:29

he says Congress needs to act well then

16:32

he should ask the Senate to pass hr2 a

16:35

bill that would actually solve the

16:37

problem not make it work worse as we've

16:40

seen in some of the other bills floating

16:42

around the Senate but again Joe Biden

16:44

could do this on his own because he

16:46

created this problem with his pen is he

16:49

going to look tomorrow night into the

16:51

eyes of lake and Riley's family and

16:53

every other family in America and say

16:56

he's going to do everything in his power

16:58

to stop this

17:01

Invasion millions of people people on

17:03

the terrorist watch list that have come

17:05

into our country because he opened the

17:07

border and he can close the border but

17:11

he refuses to do so so when you look at

17:14

all the crisis Joe Biden's created on so

17:17

many fronts economic crisis energy

17:19

crisis foreign policy crisis where our

17:23

allies are on fire and our enemies are r

17:28

rough shod over other

17:31

nations when he talks about a reset is

17:33

it going to be more empty rhetoric or is

17:36

Joe Biden finally going to work with

17:38

Republicans to solve these problems we

17:41

stand ready just like we will be taking

17:43

up and passing the lake and Riley ACT

17:45

tomorrow this house has acted every time

17:47

there's been a crisis and worked on

17:50

solutions to fix those problems and the

17:52

leader at the Forefront of that effort

17:55

is our speaker Mike Johnson

18:00

thank you Steve I want to thank you all

18:01

for being here it's an important week in

18:02

Congress as has been noted and I want to

18:04

thank this cross-section of House of

18:06

Republican colleagues of ours who are

18:07

here uh to help us highlight a lot of

18:10

these important things and I want to

18:11

just summarize some of what's been said

18:13

here and then we'll we'll take questions

18:14

but tomorrow the American people as you

18:17

know we're going to hear from from

18:18

President Biden about the state of the

18:19

union and I've been asked many times as

18:21

many of us have if you had to describe

18:23

in one word what you believe the state

18:25

of the union is um you've heard the word

18:28

crisis you've heard catastrophe I think

18:30

maybe a summary is Decline and I say

18:33

that with great sadness we all do but

18:35

it's because of this President and his

18:37

administration that we are indisputably

18:40

in Decline our economic strength is in

18:42

Decline everyday goods are more

18:44

expensive people can barely uh afford

18:47

the cost of living now their groceries

18:49

and gasoline home ownership is

18:50

increasingly Out Of Reach and US

18:52

household debt is at an all-time high so

18:55

our economic strength is in Decline

18:57

American sovereignty is in Decline

18:59

you've heard us Lament The Border the

19:01

southern border is a total catastrophe

19:03

there's no other way to describe that

19:05

traffickers and cartels have taken

19:07

operational control of the Border fentel

19:09

poisoning is killing our children while

19:12

President Biden opened the border with

19:14

his Reckless executive actions and

19:15

remember we documented at least 64

19:18

actions that he and his agencies have

19:20

taken to open that border wide it was by

19:22

Design in the midst of all that we also

19:25

learned last week he never one time

19:27

spoke to the chief of the border patrol

19:30

it's unconscionable innocent Americans

19:32

from Lake and Riley in Georgia to the

19:34

14-year-old rap rape victim of an

19:36

illegal immigrant in our home state of

19:38

Louisiana as you just heard uh leader

19:40

scales talk about they've all been

19:42

victimized by Those whom the Biden

19:44

Administration has released into our

19:46

country he is releasing them into your

19:50

state every State's a border state the

19:53

safety of our cities is in Decline

19:55

carjackings are up attacks against law

19:57

enforcement are Horizon we have more

19:59

than 600,000 known criminal aliens

20:02

roaming the streets of America right now

20:04

free to reoffend and victimize Americans

20:07

the actual number is of course much

20:09

higher that's the official number that

20:10

we know about but we don't know how many

20:12

people have come across the border and

20:14

some of us believe it may be as many as

20:16

15 million illegal aliens who have come

20:18

across that border since Joe Biden

20:20

walked into the opal Office three years

20:21

ago America's presence on the world

20:23

stage is in Decline and you heard us

20:25

talk about that this morning as well

20:26

Iran Russia China our adversaries are

20:29

acting more provocatively than they have

20:31

in many many years and we have unrest

20:33

unlike we haven't seen since World War

20:35

II the president is turning his back

20:37

right now on our greatest Ally Israel

20:40

and after Biden's botch withdrawal from

20:42

Afghanistan our stature has been

20:44

diminished to a point that is difficult

20:46

to calculate during his address

20:48

President Biden is going to try to

20:50

suggest that the state of the union is

20:51

strong and we expect as was said that

20:54

he's going to say this is a time for

20:56

reset but of course the state of the

20:58

Union is not strong and everybody around

21:00

the country knows it and everybody in

21:02

this room knows it it doesn't matter

21:04

what political party you're in where you

21:06

lean on the political Spectrum you look

21:08

at objective facts and you know this

21:10

country is not in good shape because of

21:11

its leadership in the White House and

21:14

that's why at this point in his term

21:15

President Biden is the least popular

21:17

president in modern history America is

21:20

in Decline and nothing he says tomorrow

21:22

night is going to change that house of

21:24

Republicans on the other hand will

21:26

continue to fight to hold by and his

21:29

administration accountable that is our

21:31

constitutional Duty our responsibility

21:34

and we will fulfill it and we are

21:36

committed to saving this Republic and

21:38

that will happen in November when the

21:40

American people let their voices be

21:41

heard let's take a few questions yes

21:47

ma'am of challenges that your

21:50

predecessor did when it comes to pushing

21:52

forward with government spending stalled

21:55

foreign aid for Israel and ukra Ukraine

21:59

um just to name a few and obviously we

22:01

have another Government funding deadline

22:03

around the corner what would you say is

22:06

the state of the Republican conference

22:08

right now with this narrow majority I

22:11

look I would say that the state of the

22:13

Republican conference is encouraged and

22:15

strong we just left a meeting with with

22:17

we have a weekly Gathering of all the

22:19

Republicans and um listen we know that

22:21

for example on the appropriations of

22:23

Governor spending we were not going to

22:25

get everything that we want we want to

22:27

cut spending we want to limit the size

22:29

and scope of the federal government the

22:31

reality right now is we have divided

22:32

government we have a TW vote majority

22:34

one of the smallest in history in the

22:36

house the house of Republicans have the

22:38

majority but it's a CL majority and we

22:40

only control one half of one third of

22:41

the federal government we have to be

22:43

realistic about what we're able to

22:44

achieve but in spite of that we have an

22:46

Appropriations package that is going to

22:48

cut non-defense non-va discretionary

22:51

spending and it is going to increase

22:53

defense spending at this very important

22:55

and delicate Time Around the Globe those

22:57

are priorities that we have advanced and

22:59

we also Advanced as you've seen the

23:00

summary uh cuts to some of the agencies

23:02

that we believe are really overreaching

23:05

and and have been turned in some ways

23:06

against the American people um we we're

23:08

going to cut uh 3% from doj 7% from the

23:12

ATF 6% from the FBI and 10% from the EPA

23:16

and that's just a start we have a lot

23:18

more priorities and things that we need

23:19

to advance but the reality is as we all

23:21

recognize is that we have to grow the

23:23

House Majority take back the senate for

23:25

the Republican party and win the White

23:26

House and I'm here to tell the reason

23:28

we're optimistic is We Believe those

23:30

things are going to happen in November

23:31

we can't wait that day can't get here

23:33

soon enough yes sir right here thank you

23:36

Mr Speaker when your conference got the

23:38

majority you resolved to pass all 12

23:40

Appropriations Bill separately but after

23:43

four SE today you're going to pass a

23:45

thousand AG Mini Bus Bill and then

23:47

another one within the next few weeks

23:49

which some of your colleagues here in

23:51

the freedom confus have called to vote

23:52

against why were you not able to get

23:54

them done separately well the answer is

23:57

um he asked you know we committed to do

23:59

12 separate Appropriations bills and the

24:01

answer to this and the reason that it's

24:02

been so difficult to do it is because

24:04

Washington has no muscle memory on how

24:06

to do that some of you in the room know

24:08

that um the statutory law requires uh

24:11

Congress to work in a very methodical

24:13

manner to get government spending done

24:15

the 1974 budget Control Act spells out a

24:18

timetable that begins early in the year

24:20

and ends by late summer and that way

24:22

you're you're done with the spending

24:24

bills well in advance of September 30th

24:26

which is the end of the fiscal year

24:27

Congress hasn't done that in a long long

24:29

time in fact since I've been in Congress

24:32

for the last seven years and many years

24:33

before that we ruled by Omnibus what

24:36

would happen is the Congress would kick

24:37

the can down the road to the very last

24:39

minute at the end of the calendar year

24:41

and on the eve of of Christmas the

24:43

Senate would send to the house a massive

24:45

omn spending bill that spent you know

24:47

close to2 trillion dollar and has 4,000

24:49

pages that no one has time to read and

24:51

force a vote up or down on everything

24:53

all at once and we said that's not the

24:55

way to run government so it takes a a

24:57

long time to turn an aircraft carrier

25:00

and and we're doing that gradually we're

25:02

forcing reforms trying to force Congress

25:05

back into the mode the statutory mode

25:08

the lawful mode and the way in which

25:09

it's supposed to work with regard to

25:10

Government funding that means 12

25:12

separate Appropriations bills not all

25:14

lumped into one as a member of the

25:16

freedom caucus I want to remind

25:17

everybody here that that all occurred

25:19

before the speaker well thank you Scott

25:21

Perry thank you very much um listen

25:24

we're we're all in a in a way we're sort

25:26

of victimized by the tradition that's

25:28

developed in Congress and we're working

25:29

really hard to bend that backwards right

25:31

and so you can't turn an aircraft

25:33

carryer overnight so what we did was we

25:34

broke the Omnibus fever we put it into

25:36

the laded CR approach was a new

25:38

invention that Scott Perry and others

25:39

helped invent okay to make this this

25:41

work and and we had to move that

25:43

deadline a little bit because it takes a

25:44

long time to get this done but this is a

25:46

long methodical process it is overdue

25:48

but we're we are very uh happy now that

25:52

we're finally to the point we can move

25:53

Beyond get fy4 done and then turn our

25:56

attention to fy2 five where we can begin

25:58

to continue to push this back into the

26:01

mode and the manner and the regular

26:02

order and procedure that this is

26:04

supposed to work I think that's good by

26:05

American taxpayers I think it's good

26:06

stewardship and we're looking forward to

26:08

moving that forward front row question

26:10

what with Trump about to be the nominee

26:12

what are you most looking forward to

26:14

next year if you're the speaker is it

26:15

tax is it cutting spending what is your

26:17

top priority working with Trump if he's

26:19

present well we're we're very happy with

26:21

the results last night um the race is

26:23

set now it will be a rematch and we like

26:25

that rematch and and from my perspective

26:27

I think uh president Trump what his

26:29

message is resonating with the American

26:31

people because this is not an untested

26:32

Theory we know what president Trump

26:34

delivered the first two years of his

26:36

administration by just two years we had

26:38

delivered the greatest economy in the

26:40

history of the world not just the US and

26:42

the reason was because we acted Upon Our

26:44

core principles that we've always

26:46

supported as conservatives as

26:48

Republicans we limited the size and

26:49

scope of government we we we cut

26:51

regulations substantially of course we

26:54

had historic tax reform and tax cuts the

26:56

tax cuts and jobs act and and and in

26:58

addition of that he was trying to work

26:59

through the agencies to change the way

27:01

Washington works now he got a lot of

27:02

headwinds he got a lot of resistance in

27:04

that first term because he was still

27:06

feeling it out he had just arrived in

27:08

Washington and was trying to figure out

27:10

why some of those agencies would not

27:11

follow the agenda in fact some of them

27:13

were working against him I think he has

27:15

big plans to change some of that going

27:16

forward we're going to be a big part of

27:17

that the house of Republicans are going

27:19

to work hand inhand with the new

27:21

president the 47th president which we

27:23

are convinced would be president Donald

27:25

Trump and we are going to turn the C

27:27

catastrophe the crisis the decline that

27:29

we've described this morning completely

27:31

around because I believe we'll have

27:33

Republicans lead in the Senate and the

27:35

house as well and you will see our

27:36

agenda run we look forward to that day I

27:38

think it's going to be a good thing for

27:39

the safety security sovereignty Liberty

27:41

opportunity of our nation and it can

27:43

happen soon enough thank you all for

27:45

being here we appreciate

27:47

it can you talk about

27:53

that
